everyone has his / her own two cents worth of opinion, the question is does it
count?

depends on the situation,
If
you have a million dollar, then what is two cents worth?
However,
If
you have a million dollar and you have to pay a fine and the judge says you
must pay one million and two cents in exact changes, or, you will be put in
jail, now, does this two cents worth anything?
